Middletown Planning Department Mission

The Planning Department serves as an informational office for residents, developers and business owners providing access to Town regulations, and offering guidance, and coordinating with the Planning Board and Zoning Officer to insure proper development patterns throughout the Town.

The Planning Department staff works directly with the Planning Board and Town Council to address short-term issues, including development review and permitting, and long-range planning issues, including implementation of the Town’s Comprehensive Community Plan.

The objective of the Planning Department is to facilitate orderly development in town, which is in keeping with the goals outlined in the Comprehensive Plan, and to provide guidance and advice to the Town Council, Planning Board and other town officials when making decisions regarding the options and opportunities for the future of Middletown.

 

Services, functions, programs

The Planning Department is primarily responsible for providing staff support to the Planning Board, the Town Center Review Board, the Economic Development Advisory Committee and the Town Council on issues related to ongoing development and the future of Middletown. Specifically, the department is responsible for the following:

  • Administer the Middletown Subdivision Rules and Regulations
    Attend all Planning Board meetings
  • Provide advice to the Board on development/planning related issues
  • Review and comment on all subdivision requests requiring Planning Board action
  • Review and act on administrative subdivisions
  • Provide guidance and advice to applicants for subdivision and to abutters and the general public regarding applications
  • Work with the Planning Board on all proposed revisions to the Comprehensive Community Plan
  • Work with the Planning Board on amending the Subdivision Rules and Regulations
  • Work with the Planning Board on all proposed amendments to the Zoning Ordinance, including providing advisory recommendations to the Town Council
  • Administer Article 24 of the Zoning Ordinance regarding the Town Center Overlay District
  • Review and comment on all Town Center applications for the Town Center Review Board
  • Review and advise the Planning Board on all requests for advisory recommendations to the Zoning Board of Review on applications requiring Special Use Permits (Watershed Protection District, hotels/motels, shopping centers, etc.)
  • Staff the Economic Development Advisory Committee
  • Coordinate the CDBG program for the Town
  • Support all long-range planning related initiatives of the Town, including open space preservation, affordable housing, economic development, and watershed and environmental protection
  • Grant writing and grant administration.

§ 32.44 TOWN PLANNER.

There may be a Town Planner appointed by the Town Administrator who shall be responsible for the efficient operation of all Town planning activities, including but not limited to, compliance with all planning related statutes of the state and ordinances of the town. The Town Planner shall also serve as staff to the Planning Board, process decisions and recommendations of the Board and be responsible for any other matters assigned by the Town Administrator or the Town Council.
